Iran and Middle East Crisis

 

Dear professors and students,

Distinguished ladies and gentlemen,

It is indeed a pleasure for me to be among you and participate in this useful meeting.

The university is a focal point to cultivate seeds of friendship among the people and promote mutual understanding between cultures and civilizations.

Esteemed ladies and gentlemen,

The ultimate aim of foreign policy of all members of international community, small or large, is to reject or reduce threats and achieve national interests. Foreign policy initiatives could be a proactive or reactive action.

The actors, according to their needs and goals, seek their national interests through strengthening the status quo, challenging the status quo, obtaining regional or sectarian leadership, world hegemony, or tens of other different scenarios. 

Since the Islamic revolution in Iran in 1979, the principles of the foreign and security policy of my country have been unchanged, although the foreign policy approaches have been confined to two factors of continuity and change based on the real politics.

Geopolitics and political culture can be considered as continuity factors in implementation of foreign policy and security of Iran. However changes in the regional and international environment have led to changes in formation of political behavior in the country at the international level, resulting in tactical changes in approaches.

Iran is a major player in the Middle East and its political stability, security and economic development is affected by its surrounding crisis. Iran cannot remain indifferent to the developments in the region.

The determinative components of our foreign policy in the Middle East are:

Middle East terrorist groups’ threats to Irans national security, actual stands of regional and international players against terrorism, peace and stability in the region and protecting our rights and interests while respecting the rights of other sovereign states.

The most important difference between crisis of today’s Middle East and previous centuries is easy transition of crisis and terrorism and insecurity from one region to other parts of the world. Of course, such difference is as a result of networking security in the global village and easy impressibility of different parts of the world from each other. Unfortunately, the instrumental use of terrorism and division of terrorism to good and bad has caused further deterioration of security in the Middle East and the Globe.

Undoubtedly, continued occupation of Palestine and depriving Palestinians of their fundamental rights, is still the major problem of the Middle East. Systematic violation of human rights & ethnic cleansing in occupied territories would increase hatred and extremism.

ISIS horrific actions, confirms that the main danger the world today would face is terrorist organizations becoming terrorist regimes.

Takfiri terrorism as a new and trans-border threat, that nowadays has threatened our civilization, security, culture and development, is product of irresponsible behavior of some regional and trans-regional actors.

Tragic situation in Syria, Iraq, Yemen and Libya, are dramatic negative consequences of interventionist behavior instead of responsible behavior towards the internal affairs of other states. These are similar model of creating crisis through terror, extremism, violence, killing and assault.

The interdependency of international security requires that each member of the international community view the geography of Iraq, Syria, Lebanon, Yemen, Libya and other centers of instability and crisis in the Persian Gulf, the Middle East and North Africa, through collective security and their national security vision, and strive towards a political settlement of the crisis. This viewpoint does not mean the legality of interfering in domestic affairs of other countries under pretext of defending national security or international security. However it means a responsible and committed behavior to international security.

Islamic Republic of Iran believes that without a real and true collective collaboration, we cannot expect reduction in activities of terrorist, extremist and irresponsible groups.

We believe that there is no military solution to the crisis in our region. Use of force in the region causes increase in hatred and promotion of extremism. There is no other alternative to resolve challenges and security crisis except through political solution.

Extremists in line with their illegitimate goals are enjoying intelligence, military and financial support of some regional and international players. Accordingly, the Islamic Republic of Iran denounces funding and arming of irresponsible and armed groups and provoking the sinister plot of sectarian and religious strife by some parties.

Terrorists’ financial resources, means of access to advanced weapons and military training camps must be blocked and eliminated.
Islamic Republic of Iran seriously believes that the security of its neighbors is security of the Islamic Republic of Iran and hopes that all regional and trans-regional actors in a positive, constructive and responsible way respond to action plan, dialogue and cooperation in the fight against terrorism with focus on political solutions.

UN initiatives on issues of our region would be successful when parallel to the strengthening of political processes, serious fight against terrorism also takes place; otherwise no other solutions will lead to desired result.

In our view security of Yemeni, Syria and Iraq, security of other countries of the region as well as security of the entire region is important, but one country cannot endanger the safety of others and secure itself. That is a contradiction.

The Middle East in the current transition period requires a new security order and the key to effectiveness of the new security order in the Middle East is: endogenously, collective action of regional governments and attention to the legitimate aspirations of the people.  One of the best ways to help solving the problems of the Middle East is to strengthen the regional integration processes at the government and public level.
It is regrettable that during the recent years people’s democratic uprising in the region was deviated by terrorists, and today because of incorrect understanding of leaders of some of our neighboring countries about their domestic developments and disregarding the good governance, ballots, arms and terror is determining the fate of nations.

Islamic Republic of Iran within the framework of the doctrine of constructive engagement and intellectual movements, will work with its neighbors and there is trust in connection with future Iranian political movements in the region and the international system.

A Middle East without threat of terrorism, without occupation and aggression, without militarism and exploitation, without interventionist policies towards sovereign states, free of nuclear weapons and WMDs, an area of stability, security and regional cooperation is the ultimate objective of Irans foreign policy in the region.

 

Iraq
The question where did the Iraqi crisis started from and how it has spread, who in the area have supported ISIS and why some European people have joined this group, must be seriously investigated. Without consideration of these issues, it is not possible to find a permanent solution to the crisis.

We strongly support the territorial integrity, sovereignty and unity of Iraq.

Division of Iraq would create an uncontrollable fault in the region which is in no ones interests. Iran has been using all its capacity to prevent this from happening.

We are proud of our strategic relation with Iraqi government & people.

The ideas leading to divide this country into Shiite, Sunni and Kurdish areas, totally contradicts the interests of the Iraqi people and would be a destabilizing and non practical solution.

Iraqi government & people during the years of bloody fighting with terrorism have recognized their enemies as well as their friends.

In order to overcome all political, economic and security problems especially fighting the terrorists, the Iranian government has stayed alongside with Iraqi government and nation.

The fall of Baghdad at the early stages was possible, if there was not presence and support of the Islamic Republic of Iran. Iran tried to strengthen Iraqi forces against ISIS through logistical support and military advices.

But to address the root cause of the problem, the desire of the Iraqi people and government must be taken to account. If the regional countries and big powers import military force to the country, pretext would be given to ISIS and facilitates joining of forces to the group, and therefore having serious implications for the region and international environment. To solve the problem of Iraq and Syria, in addition to military action, a comprehensive strategy is needed.

The most dangerous game in the region is if Daesh is used by some countries for their short-term interests. Some of the member of the U.S. coalition against Daesh, help Daesh to sell oil, give them financial and military support and provide them safe routes. This is a contradiction this coalition is facing.

Mosul is on the verge of full liberalization with full participation of Shias, Sunnis and Kurdish militias alongside with the Iraqi army.

Iraq will get out of this difficult situation. Iraq once again will become the exemplary model of coexistence of religions and tribes.

 

Syria

The Syrian people’s wishes must be respected. The solution to the crisis in Syria is respecting the will of the people. Undermining the Syrian government is meant strengthening Daesh in Syria, and this is another contradiction that coalition is facing.

In logic and operational level, Syria is in need of a meaningful political movement with the aim of political settlement and logical solution to the crisis. If a democratic situation with a desirable voting is created, we will witness creation of proper atmosphere in Syria. The failure of a political solution in Syria would create result to spreading the Syrian security problems to the surrounding areas.

Iran’s military advice is given to the constitutional government in Damascus to confront the terrorists.

Recent developments in Syria (Aleppo), demonstrates Irans correct positions & analysis on the crisis.

We said from the very beginning that there is no military solution for Syrian crisis and the foreign designed scenarios to create an artificial Arab Spring will not be materialized.

Six years of war, killing of innocent and defenseless people, destruction of infrastructure and displacement of Syrian people have resulted failure in resorting to violence, military solutions, bloodshed and promotion of terrorism.

 Irans position on Syria has a strong logic and is consistent with international laws. Only Syrians can decide on political and legal structure of their country through democratic election, in light of the ceasefire and Syrian-Syrian dialogue.

 Division of terrorists into good and bad based on the interests of the powers or to keep them for the future use, would not contribute to peace achievements.

Some countries are angry of the Islamic Republic of Iran, Hezbollah and anti-terrorist forces of militias, because they have not allowed Takfiri terrorists to achieve their goals in Iraq, Syria and Lebanon.

Hizbullah pursues a policy of reciprocity and mutual defense against Israel. Hezbollah is a constructive and effective Jihadi- political power in Lebanon. Hizbullah’s jihad is defensive and not offensive and so far has saved

Lebanon from terrorism and Israeli aggression.

 

Palestine

Palestine represents the most fundamental change in Iranian foreign policy after the revolution.

 Palestine belongs to the Palestinians including Muslims, Jewish and

Christians.

 

Yemen

 Yemenis poor people have been under brutal bombardment by Saudi-led coalition for 20 months.

The people of Yemen are more oppressed than the Syrian people, already suffering an organized boycott by Western media.

The result of this interventionist operation in Yemen with the help of leased mercenaries and weapons donated by some western countries, is death of more than 11000 people most of them innocent women and children, more than 20000 injured, 7 million civilians facing with malnutrition and lack of food and medicine. During 600 days of continuous bombing, thousands of granaries, schools, mosques, hospitals, factories, prisons, historical monuments, food silos, power plants, airports, ports, bridges, universities and residential complexes were ruined.

Only in a recent air strike on a house of mourning, 900 people were killed and injured.

No military solution works in Yemen, and the only exit way to end the bloody clashes is political solution through a national unity government.

Those countries that have cultivated the seed of hate by participating in killing of oppressed people of Yemen and ruining the infrastructures of that poor country, should harvest the same.

Yemenis are entitled to respect. Yemen crisis is not a tribal war or a Sunni-Shiite conflict. It is a battle for self determination and end to a historic humiliation.

 Islamic Republic of Iran while condemning foreign aggression against Yemeni territory and rejecting any foreign and military intervention for resolving the crisis, supports the proceedings of the Secretary-General of the United Nations for Yemeni-Yemeni talks and formation of national unity government.

The behavior of some countries in Yemen and Syria is a clear example of double standards. They claim that intervene in Yemen run through a request offered by a resigned and fled president, while they ignore the application of the constitutional president of Syria, and support armed terrorists groups from 40 countries.

 

Bahrain

The answer to the legitimate demands of the Bahraini people, asking respect to their vote and their choice, is not bullets.

With the deployment of troops and military equipment and armed confrontation with the people of Bahrain, the friendship bridge with the people of Bahrain has been destroyed.

Iran does not interfere in the internal affairs of Bahrain and firmly recommends to other countries to stop these reprehensible and unacceptable interventions which are inconsistent with the international laws.

Bahraini people demanding their legal rights and political participation and so far have pursued their demands through peaceful means.

We hope the totalitarian politics and foreign interventions do not derail this peaceful and legal demand.

Naturally, arrest, imprisonment, torture, deportation and cruel treatment of religious leaders, who simply reflect the demands of the population, without violating the laws and regulations, will lead to reversed outcome.

 

Conclusion:

The chain of west errors in Middle East started by invasion of Afghanistan and Iraq and reached its peak by improper intervention in Syria.

Iran rightly warned Western countries from the very beginning that none of their announced objectives in Afghanistan such as defeating terrorism and eliminating drug trafficking would be achieved.

Iran rightly warned Western countries that foreign military presence in Iraq will not improve the security situation in that country and the region.

Iran rightly warned Western countries that creating artificial Arab Spring in Syria and mobilizing the terrorists from different countries to that country with the aim of overthrowing the legitimate government, would not lead to the desired conclusion. From the very beginning we insisted on political solution through democratic dialogue between Syrian people.

Unfortunately, terrorism has become a global threat in different parts of the world. The extremists from al-Qaeda to ISIS have aligned their approaches.

The well organized Terrorist groups have not been created overnight without previous plans & comprehensive support.

Some of the major powers and countries in the Middle East have played a main and effective role in creating these dangerous terrorist groups leading to this catastrophic situation.

In all above mentioned crises (Palestine, Syria, Iraq, Yemen and Bahrain) foreign intervention and the interests of other countries and powers have caused occupation, promotion of terrorism, instability, death of the innocent people and forced displacement of people from their homes. Yet none of the designed scenarios have evolved according to the will of the designers.

The countries who have created terrorist groups in Syria, Iraq, Libya, Yemen, Afghanistan and Pakistan by providing financial, military and logistic support based on their fanatic ideology, are the main responsible of this catastrophic situation and its consequences.

One cannot create and support terrorists and then call them moderate opposition and remain immune from its consequences.

One cannot insult the values and culture of another nation and then expect a peaceful coexistence with that nation.

One cannot bombard a nation and then pretend to respects human rights, cultures and human dignity.

There is no alternative, than the civilized dialogue with mutual understanding and respect.
